I have submitted an updated version of PicasaSync for testing that will address the login issues users have been facing.
If nothing goes wrong, it should be out by the end of the week.

Login issue with PicasaSync
I have recieved a few bug reports where PicasaSync failed to authenticate with your Picasa account while trying to upload the photo
I am currently looking into this. Will keep all posted when I have more information.

Apologies to everyone who are affected by this bug.
If you are keen, you can try the following work around
1. Ensure that you are connected to WiFi
2. Ensure that you are charging your phone.
2. Disable all background agents except for PicasaSync (Settings -> Applications -> Background Tasks)
3. Re-Login/Login to Picasa via PicasaSync
4. After the granting PicasaSync permission to your Picasa account, select WiFi only.
5. Leave your phone in idle as long as possible.
6. If doesn't work, repeat step (3).
I believe the problem has to do with how fast PicasaSync is able to first use the permission you granted to it. If PicasaSync is manage to access your Picasa account before the permission expires, you should be good to go.
The problem is due to me to considering other language when developing the app.
For a work around, please go to your phone's Setting -> language + region -> Browser & search language and change it to English.
After that, use PicasaSync and Login to Picasa.
Once PicasaSync is signed in, you can change back the Browser language.

There is another incident where you will be stuck at the login page.The problem is due to me to considering other language when developing the app.

Windows Phone 8 Auto Upload
New auto-upload app is currently in certification process. This is one of the missing apps why I am still reluctant to switch from Android.
